To protect you in your Las Vegas home purchase, your financing information details are included in your "Offer to Purchase".  If interest rates were to suddenly become volatile and rise quickly, as has happened in the past, you could be looking at a much higher mortgage payment.  So we include an acceptable maximum interest rate in your offer. 

On the other hand, the seller most likely will want to see that you are willing to accept some flexibility in your financing terms.  If you put in your offer that you are willing to accept a maximum of 5% and interest rates rose past that point, you could cancel the contract without penalty.  The seller would have  lost valuable marketing time and may have to change their plans.
